BackDuring Setup, a unit with the Covert Ops keyword may change its rank to {rank_operative} for all rules purposes for the rest of the game. If it does, it gains the Infiltrate keyword that game. A unit cannot change its rank to {rank_operative} if there are no other {rank_commander} units in that player’s army.
